Restore 24-hour notation:

• ≡ menu
  • General
    • At the bottom, select Config Editor...
      • Enter: intl.date_time.pattern_override.time_short
      • Select String
      • Click the Add (+) button
      • Enter HH:mm
      • Save and restart Thunderbird
